Do you go to the office TO WORK? Or do you go to office FOR WORK?
People from the private sector, they say, go to the office to work. Their work is synonymous with their performance and salary. If they do not work, then they do not earn.
People from the public sector, they say, go to the office for work. Even if there is no work (read: if they do not work), they still earn.
